What is Human Resource Development Fund (HRDF)?

The Human Resources Development Fund (HRDF) is a dynamic organisation under the Human Resources Ministry that was established in 1993, under the legal requirements of the Human Resources Development Act 1992, currently known as the Pembangunan Sumber Manusia Berhad Act 2001 (PSMB ACT 2001).

The HRDF is a pool of funds that consists of Human Resources Development levies collected from employers of the manufacturing and service sectors as listed in the First Schedule of the Pembangunan Sumber Manusia Berhad Act 2001 (liable registrants) as well as optional registrants.

In a simpler way to say, the HRDF was established with the aim of developing quality human capital and world-class workforce in order for Malaysia to achieve a high income economy based on knowledge and innovation.

 

 

What is Human Resources Development (HRD) Levy?

According to Section 14(1) of PSMB Act, 2001 a HRD levy, mandatory levy payment imposed by the Government on specified groups of employers for the purpose of employee training and skills upgrading  shall be paid by every employer to whom the PSMB Act, 2001 applies. Employers are liable to pay a Human Resource Development levy for each working employee at the rate of 1.0% of the monthly wages of the employee.

Benefits of HRDF

Training grants are open to all employers registered and/or incorporated in Malaysia who have registered with PSMB and pay the HRD levy as to defray all or a major portion of the costs incurred in employee training. Financial assistance is given to employers that conduct training that is in line with their business operations.

PSMB is a driving force in training and development of human resource by enhancing the knowledge and skills of workforce via our schemes and services.

HRDF schemes are divided into two categories; HRDF Levy and Government Special Fund

The HRDF Levy is a fund that is deposited by employers on a monthly basis. They can apply for schemes provided by HRDF to attend any programmes recognised by HRDF.

The Government Special Fund is an allocation provided by the Government to benefit employers who applies for related schemes offered by HRDF.

Who Should Register with PSMB?

Section 13(1) of the PSMB Act 2001 stipulates that every employer who is covered under the Act is required to register with Pembangunan Sumber Manusia Berhad (PSMB) within such time and manner as may be prescribed.

Any employer who is convicted for not registering with PSMB may be fined up to an amount not exceeding RM10,000 or face imprisonment up to a year, or both (Section 13 (2)).

According to the First Schedule of PSMB Act, 2001, definitions of industries covered are as follows:

Who is Eligible to Apply for Training Grant?

Employers registered and/or incorporated in Malaysia who have registered with PSMB and pay the HRD levy immediately upon registration are eligible to apply for training grants (financial assistance) to defray all or a major portion of the “allowable costs” of training attended by their employees. Training must be in the area of direct benefit to their business operations. Financial assistance is, therefore, not given to individuals who enrol and finance their own training programmes, whether partially or fully, and subsequently request for reimbursement from their employers. Neither is financial assistance given to employers who bear the cost of training after the successful completion of training by their employees.

To be eligible for training grants under the HRDF, trainees must be employees who are MALAYSIAN CITIZENS.

  • Please click on the ‘Applications

How to update the incomplete document or information that has been queried for claims?

  • Login to HRDF Portal and launch e-TRiS
  • Please select Inbox icon.
  • Click on Record Room and File number
  • Choose ‘Query details‘ to view the details of incomplete information or document.
  • Please complete the form.
  • Click ‘Action‘ and ‘Return‘ to submit the form.

Types of Training Scheme

 

EMPLOYER GRANT SCHEMES

Employers are encouraged to utilise their levy payments via the following training schemes:

 

1. The SBL (Skim Bantuan Latihan) Scheme

Skim Bantuan Latihan (SBL) is the main scheme under HRDF and its objective is to encourage employers to retrain and upgrade their employees’ skills in line with their operational and business requirements. Under SBL, employers are free to identify their own training needs and implement the training programme in stages.

SBL requires employers to make full payment for the training programme and reimbursement is based on employer claims.

 

Objective

  • To assist employer on their Training programmes based on identification of their own needs to retrain and upgrade their employees’ skills in line with their operational and business requirements.

 

Types of Training

  • In-House (on premise, hotel OR external training place) – Min: 2 paxs and Max : 35 – 40 paxs
  • Public (Local / Overseas) – Min : 1 pax and Max : 9 pax

2. The SBL-KHAS Scheme

Skim Bantuan Latihan-Khas (SBL-Khas) is one of the major schemes under HRDF. Financial assistance in the form of training grants may be considered for all types of training programmes tailored to the needs of registered employers.

HRDF provides this specialised training grants scheme as an incentive for employers to retrain and upgrade their employees’ skills that are applicable to their business needs.

Course fee will be deducted from the employers’ account and paid directly to the training provider.

 

Objective

  • To assist employer to retrain and upgrade their employees in line with their operational and business requirements.

 

Types of Training

In-House (On premise, hotel OR external training place)

  • Minimum is 2 paxs
  • Maximum is 35 paxs to 40 paxs

What are the differences between SBL Scheme and SBL-Khas Scheme?

SBL Scheme requires employers to make full payment for the training programme and reimbursement is based on employer claims. Under SBL, employers are free to identify their own training needs and implement the training programme in stages.

The main difference between SBL Scheme and SBL-Khas Scheme is that employer does not pay the training provider directly under SBL-Khas Scheme, course fee will be deducted from the employers’ account and paid directly to the training provider.

Though most training programmes are HRDF claimable under SBL, only the training programmes that are pre-approved by PSMB are HRDF claimable under SBL-Khas.

3. Skim Latihan Bersama (SLB)

Objective

To assist employer to organised training as in-house using internal trainer or external trainer which its participants are from several (two or more) employers registered with HRDF.

The training consists of organisers and participating employers and organiser will manage the venue of the training, deals with trainers as well as to provide the consumable training materials.

 

Trainees

  • Minimum is 2 paxs
  • Maximum is 35 paxs to 40 paxs

 

Financial Assistance

  • The cost of training will shared by participating employers with number of trainees taken into account

4. Industrial Training Scheme (ITS)

This scheme enables employers to obtain financial assistance if the employers sponsor student(s) from a university, college or training institution for a practical training at their premise. 

 

Objective

  • The objective of this scheme is to expose the intern to real time working experience as well as to understand the norms and ethics at the workplace besides providing the employers with a skilful future workers.

 

Financial Assistance :

  • Monthly Allowance – Max RM500/month/trainee
  • Personal Protective Equipment – 1 set only
  • Insurance Coverage (if any)

* Financial assistance is subjected to 20% of total levy balance at the time of 1st application in the particular year.

 

Internship Duration

  • Minimum two (2) months, Maximum eight (8) months
  • Submission via eTRiS under Industrial Training Scheme (ITS) must be submitted by employers before the training commences.

 

How To Apply?

Required Supporting Document

  • Confirmation letter issued by the university, college or training institution with the specific duration of the programme
  • Confirmation letter issued by the employer to the trainee to attend the industrial training programme; and
  • Programme structure with the objectives, learning outcomes and course schedule in weekly format for the entire duration of the training.

Required Information

  • Details of the supervisors from public or private university, institution of higher learning, college or training institute.
  • Details of the supervisors from the respective employer.
  • Course details & duration of the programme.
  • Details of trainee.

Objective

6. On Job Training (OJT)

On-The-Job Training (OJT) is one of the primary means for acquiring skills, where a skilled worker or supervisor will conduct training on another unskilled or new worker(s). In another words, the new recruit works alongside the skilled worker or supervisor. Working skills acquired through this method is the precursor for trainees to continue in upgrading their skills to attain higher accredited competency.

OJT was first introduced in realisation to provide skills, knowledge, and competencies that are needed for employees to perform a specific job within the workplace and career environment.

 

Objective

  • To encourage a skilled worker/supervisor to train and equip a new employee with relevant skills
  • Transfer of skills, knowledge, and competencies that are needed for employees to perform a specific job within the workplace and work environment

 

Trainees

Trainer to Trainee ratio

  • Minimum 1 : 1 pax
  • Maximum 1 : 4 paxs

Self-Learning

  • Self-learning is defined as an employee learning what they want, when they want, and how you want. The employee drives the learning process

7. Computer Based Training (CBT)

Objective

  • To enable employers to purchase / develop training software to retrain and upgrade the knowledge and skills of their workforce, especially for employers who are unable to release their employees to attend training outside company premises
  • To assists employees in self-pace learning as well as flexible learning hours, training location and environment through the use of training software packages

 

Purchase of Computer Software / Development of Computer Software

Financial Assistance

  • 100% approval (subject to the availability of Grant Balance)

Development of Computer Software

  • Employers who wish to develop their own training software must obtain prior approvals (grant) from PSMB by submitting proposal at least one month prior to commencement of the development of the software.

Specification

  • Software must be in the form of CD, DVD, CD/DVDROM or video
  • Solely for training and learning purposes
  • Interactive training programmes on specific skills that enable users to learn the skills on their own without any instructor
  • Able to evaluate the learning progress of users
  • Software that are not eligible under the scheme are software for display or reading purposes e.g. procedures or guidelines on safety, e-book or e encyclopaedia, application software used for daily operational activities such as Microsoft Office, Accounting Software, Auto CAD computer programming software
 
HRDF allow Learning Management System (LMS) upgrading to cover the following, but not limited to:
  • Upgrading, customising, adding the content of the module of online learning in the existing LMS (one year after the application is approved)
  • Upgrading the functions, features, specifications of the LMS (one year after the application is approved)
  • LMS is allowed for system installation or cloud-based specification.

  • Development of Mobile Learning Apps and Learning Management System (LMS) are allowed under Development of Computer Software

8. Information Technology (IT)

Objective

  • To encourage employers to further retrain their employees in the field of Information technology whereby financial assistance will be provided to them to purchase desktop or laptop, webcam and internet connection(for the first year only)

 

Financial Assistance :

  • Maximum of RM25,000
  • Applications can be made once in every 3 years for Head Quarter and Branches
  • The number of desktop / laptop as per 1 unit: 5 employee’s ratio

 

How To Apply?

Supporting Documents :

  • 1 quotation from 1 vendor for the purchase of computers
  • List of computer training programs
  • Sketch of classroom size including the layout plan of the computers
  • SME can purchase laptop/desktop without proper lab training room
  • Large company must have training lab room for this application.
Required Information :
  • Complete information/enclose brochures on the specification of the computer

9. Recognition Of Prior Learning (RPL)

Objective

  • To enable workers to get recognition on their skills, knowledge and experience gained through working and learning according to the level determined by the Department of Skills Development (DSD)
  • To certify workers who do not have any formal certification but have obtained the relevant knowledge, experience and skills in the workplace based on their competency levels

 

Trainees

  • Minimum is 1 pax
  • No maximum pax

Financial Assistance

  • Registration Fee RM300/pax/level charged by the DSD

1. Industry Certification (“INDCERT”)

Target Group

  • Malaysian Employees of HRDF Registered Employers

 

Objective

  • To provide opportunity for Malaysian employees to increase their skills by participating in high value added professional certification that would enhance their career development;
  • To provide platform for HRDF registered employers to accelerate the up-skilling of Malaysian employees to support Human Capital Development at specific areas determined by the Government in order to achieve the National Agenda; and
  • To provide employers with high skilled Malaysian workforce which will allow them to explore business opportunities in higher value chain industry through up-skilling courses focusing on Knowledge Intensive that encompasses knowledge-based, high-technology and high value-added products or activities to maintain competitive in the global market.

2. Sistem Latihan Dual Nasional (SLDN)-APPRENTICESHIP Scheme

Target Group:

  • Apprentices selected from PMR/PT3; or
  • SPM school leavers

 

Objective

  • To train school leavers with specific skills that would enable them to work with PSMB employers upon completion of training; and
  • To increase the supply of skilled workers through strategic collaboration with the industries registered with HRDF.

3. Recognition of Prior Experiential Learning (RPEL)

Target Group:

  • Malaysian workforce;
  • Individuals who possess with qualification less than diploma or Level 4 or equivalence; and
  • Have relevant years of experience as determined by certification body

 

Objective

  • To provide opportunities for Malaysian workers with education level of secondary and lower to be recognised for their current competencies in particular skill areas based on their work experience, and thus facilitate them for job promotion and better income;
  • To help improve the average monthly income of workers to support Malaysia in becoming a developed and high-income nation by 2020 by having competent workforce;
  • To contribute to the increase of skilled workers in the country to 35% by 2020 by producing trained and qualified skilled workers to enhance the competitiveness of local industries in the global market

 

Certification

  • Malaysian Skills Certificate (SKM) Level 3, Level 4 or the Malaysian Skills Diploma (DKM) issued by the Department of Skills Development (JPK)
  • Certification process to be completed within six (6) month period

 

Financial Assistance

  • Maximum: RM 1,300.00 only for certification fees and other cost incurred throughout the certification processes
  • Employer is required to provide the breakdown of the fees in order for PSMB to evaluate and consider the financial assistance.
  • Competency gap training cost is not covered by PSMB

4. Graduate Enhancement Programme for Employability 2.0 (GENERATE 2.0)

Target Group:

  • Malaysian graduates whom have successfully acquired their Diploma, Degree; and
  • Remained unemployed for at least 3 months and above after completion of studies; or
  • Newly recruited graduates in HRDF registered companies (within 1 year after completion of studies).

 

Objective

  • Relevant skill set and knowledge as required by the industries;
  • Explore new route for trainee career market;
  • Relevant working experience that can enhance their employability; and
  • Job placement.

  • Job/ Industry technical training

  • In-house
  • – Minimum 5 pax
  • – Maximum 25 pax
  • Public (Local)
  • – Maximum is 5 pax

Financial Assistance

  • Course fee – the maximum amount funded by PSMB is RM10,000 per pax. However, if the course fee is more than RM10,000, the balance amount will be borne by employers using the HRD levy.
  • Allowance will also borne by employers using the HRD Levy.

  • GENERATE 2.0 Training proposal
  • A copy of trainee MyKad
    (Identify Card)
  • A copy Diploma/ Degree
  • A copy of offer letter
    (newly recruited graduates); or a copy of undertaking letter from PSMB employer
  • Training programme – Course Title, Course Content / Outlines, Certification Bodies (If applicable) and training schedule with training date
  • Trainer Profile
  • Course Fee Details (Quotation)

Step 2: Approvals

Training Conducted

  • Attendance – at least 90%
  • Evaluation
  • Training inspection by PSMB

5. SME GRADUATE

Target Group:

  • SME Business Owners or
  • Chief Executive’s Officers (CEO)

 

Objective

  • To develop management skills as well as analytical and creative decision-making competencies for SME owners.
  • To produce a generation of SME owners who have the ability to cut through the complexity of organizational life to lead and inspire their subordinates to higher levels of achievement by becoming fluent and integrated to new innovative thinking in their daily life.
  • To provides opportunities for Malaysian SME owners with business fundamentals and enhance their current competencies in business management skill

 

Type of Training

Interactive lectures

  • Lectures in the classroom training provided by subject matter expert of local university and government agencies.

Business Networking

  • Besides, the classroom training, opportunities also given to the participants to visit ASEAN countries to learn about best practices and business networks.

Knowledge and experience sharing by local SME Champions

  • The scheme also combines formal input and experiential learning within a peer group of other SME owners, sharing and learning from experience over a 4 month period.

Financial Assistance

  • The course fee will be fully funded by PSMB
